As August 12, 2026 approaches, the EU Packaging and Packaging Waste Regulation (PPWR) is set to come into full effect. This landmark regulation, operating in tandem with the established Single-Use Plastics Directive (SUPD), erects a powerful dual-regulatory framework over the global packaging supply chain. While this shift imposes unprecedented compliance hurdles on disposable tableware manufacturers, it simultaneously unlocks massive opportunities for premium sustainable materials.
As a pioneer in bamboo bio-based technology and "Bamboo as a Substitute for Plastic" (BASP) solutions, ZSS Technology has deeply analyzed these evolving EU directives for years. We have proactively established comprehensive compliance pathways for our global partners.
This article delivers a systematic analysis of both regulations, evaluates their direct impact on the disposable tableware industry, and provides actionable compliance strategies for international buyers.
SUPD (Directive (EU) 2019/904), the full name of which is the Directive on the reduction of the impact of certain plastic products on the environment, is commonly known as the EU single-use plastics ban. Since its promulgation in 2019, it has been fully implemented across the 27 member states of the European Union. Its core focus is to strictly restrict and prohibit certain single-use plastic products, including plastic knives, forks, spoons, plates, straws, stirrers, as well as expanded polystyrene food containers, among others.

On the other hand, the PPWR Regulation (the full name of which is the Packaging and Packaging Waste Regulation) is the latest comprehensive packaging regulation passed by the European Union in 2025. It is a directly applicable Regulation, meaning it can be enforced throughout the entire territory without the need for transposition by individual countries. This regulation covers all types of packaging, ranging from food contact packaging to industrial transport outer packaging, with the objective of achieving reduction, recyclability, and circular utilization throughout the entire life cycle of packaging.

Taken together, these two frameworks form a rigorous regulatory network within the EU, encompassing both "plastic restrictions" and "comprehensive control across the entire packaging value chain."
Upon the official and full entry into force of the EU PPWR, the following core changes will take effect:
This is the most closely watched aspect of the regulation. The PPWR establishes extremely low limits for PFAS ("forever chemicals") in food-contact packaging:
Individual non-polymeric PFAS ≤ 25 ppb
Sum of non-polymeric PFAS ≤ 250 ppb
Total PFAS ≤ 50 ppm
This directly drives "PFAS-free packaging" to become the industry standard. Traditional paper-based tableware, which heavily relies on fluorinated coatings, will face severe compliance pressures.
Packaging weight and volume must be reduced to the absolute minimum necessary; furthermore, the "void space" (empty volume) within secondary and tertiary packaging will be subject to strict controls.
Starting in 2030, all packaging must undergo a recyclability assessment and be assigned a rating (Grades A, B, or C); products that fail to meet the required standards will be prohibited from entering the EU market.
These new regulations signify that export-oriented enterprises must undertake a comprehensive overhaul—ranging from material selection and product design to their external packaging strategies.
For Chinese export enterprises, the impact is primarily manifested across three levels:
The consequences of non-compliance are extremely severe: exporters risk customs detention of goods, forced return shipments, financial penalties, and potentially even the loss of market access across the entire European region.
